Associate Fellows

Sarah Archer

With a Ph.D. in Public Health from University of California, Berkeley, Dr. Archer serves as a consultant for the U.S. military through the Battle Command Training Program (BCTP) and the African Contingency Operations and Training Agreement (ACOTA), formerly known as the African Crisis Response Initiative. She is also member of the Indianapolis Red Cross Disaster Assistance Team and the American Red Cross Disaster Services Human Resources System. Dr. Archer has provided Sagamore with research on the Avian Flu which outlines the need to prepare a comprehensive strategy that minimizes our chances of a widespread pandemic.

Pierre Atlas

Dr. Atlas is an Associate Professor of Political Science and Director of The Richard G. Lugar Franciscan Center for Global Studies at Marian University. He also writes a monthly opinion column on national and international affairs for The Indianapolis Star. Atlas earned his Ph.D. in political science from Rutgers University, specializing in the Middle East. He also holds master’s and bachelor’s degrees in political science from the University of Arizona and the University of Toronto, respectively, and he studied Arabic while serving in the U.S. Army in the 1980s. He has presented conference papers, written articles and book reviews, and co-authored a book chapter on Israeli politics and the Israeli-Palestinian conflict, and has authored entries for the Encyclopedia of the Modern Middle East and North Africa and the Encyclopedia of the Israeli-Palestinian Conflict. He has also conducted research on civil wars in comparative perspective and is co-author of a journal article on civil war in Sudan, Zimbabwe, Chad, and Lebanon. In September 2010, Atlas presented a paper on teaching global studies and international relations at the Global Studies Association conference at Oxford University. Dr. Atlas provides Sagamore with research and insight on the Israeli-Palestinian conflict, Middle East politics and the processes of globalization.

Courtney Burkey

Ms. Burkey earned her B.A. in International Affairs from Sweet Briar College, with a concentration in Asian Studies, and her M.A. in International Relations at the University of Indianapolis. Prior to serving as a Research Fellow at Sagamore, Burkey was a research assistant on various international-development projects. She has researched immigration issues, higher education, international development, civil society, international service organizations, public and private provisions of foreign aid, and grassroots initiatives for peace and conflict resolution. Burkey has co-authored several papers at Sagamore including the Policy Paper “Local-to-Local Solutions for Global Problems” and the third working paper on the impact of immigration on Indiana's workforce and higher education titled, "Analyzing Critical Educational Breakpoints."

Kay Crawford

Ms. Crawford earned her B.A. in journalism from Wichita State and her J.D. from the Washburn University School of Law. Aside from her fellowship with Sagamore, Ms. Crawford serves a senior fellow at the Center for Aging and Community at the University of Indianapolis, a unique interdisciplinary effort that applies academic research, consulting services and community outreach to improve the quality of life for older adults. She was also appointed to the Commission for Higher Education and serves on the board of Legacy House, a center for victims of violence. Crawford has authored articles for The Indianapolis Star and American Outlook and was a research fellow at Hudson Institute's Crime Control Policy Center, where she directed Hudson's Restorative Justice Conference Project.

Lenore Ealy

Dr. Ealy earned her B.S. in education from Auburn University, her M.A. in history from the University of Alabama, and her Ph.D. in the history of moral and political thought from Johns Hopkins University. Dr. Ealy currently serves as president of Thinkitecture Inc., a consultancy that promotes the transformative work of philanthropy and the volunteer sector. She is also the founding chairman and acting C.E.O. of Project K.I.D. Inc., a public charity that provided disaster child care services in the wake of Hurricane Katrina. Dr. Ealy is also a Senior Fellow of the Mercatus Center at George Mason University, a trustee of The Philadelphia Society, and a founding director of Sagamore. At Sagamore, she worked with Scott Truex to evaluate disaster relief efforts, specifically the Volunteer Florida Foundation.

Barbara Elliott

As the founder and president of the Center for Renewal, Ms. Elliott authored Street Saints: Renewing America’s Cities, as well as scores of articles on civic renewal for Hudson Institute and Sagamore Institute. Her particular interest is in the work of faith-based and community initiatives. Ms. Elliott served President Ronald Reagan in the White House Office of Public Liaison. President George W. Bush awarded her the Eleanor Roosevelt Award for Human Rights in 2001, recognizing her work with refugees and the poor.

Robert Enlow

Mr. Enlow earned a B.A. from Seattle Pacific University and worked on a graduate degree in theology from Oxford University. Mr. Enlow lived and worked in England as a Deputy Day Center Manager and Social Worker for St. Botolph's Project, an organization that provides rehabilitative care and services to homeless men, women and families. He also served on the School Board of two inner city schools in London. After returning to the U.S, Mr. Enlow took the position of acting President and CEO of the Friedman Foundation for Educational Choice, an organization dedicated to promoting universal school choice. For Sagamore, Mr. Enlow has circulated volumes of research articles and publications on school choice and has championed Milton and Rose Friedman's School Voucher Initiatives.

Tim Alan Gardner

A native Texan, Dr. Gardner earned his B.A. in Sociology and master’s in Counseling from Texan University and a doctorate from Anderson University. Now living in central Indiana, Dr. Gardner is a nationally recognized teacher and counselor on marriage and family relationships. He has published three books and over 20 magazine articles on relationships. Dr. Gardner also serves as the Director of Life Skills Counseling Center, President & CEO of Marriage Ministries, Inc., and the Director of Relational Intelligence, LLC. At Sagamore, Dr. Garder directed a comprehensive research effort on marriage in central Indiana to determine Hoosier marriage and divorce trends.

Jason Hutchens

Mr. Hutchens earned a B.A. in public affairs and a J.D. from Indiana University. He initially served as a chief deputy at Indiana Criminal Justice Institute and is currently the Director of Planning and Assessment at the Indiana Department of Homeland Security. Mr. Hutchens was also Chief Administrator of Special Projects at the Marion County Justice Agency, Coordinator of the Indianapolis Violence Reduction Partnership, and has significant public policy experience as an attorney.

Nadine Jeserich

Dr. Jeserich works for Thomas P. Miller and Associates with a research focus on Indiana’s Manufacturing Sector. She has co-authored many papers outlining “innovative manufacturing” as one essential element of Indiana’s emerging high-pay innovation economy.

Sam Karnick

Mr. Karnick is the Director of Research at the Heartland Institute and the Senior Editor of their monthly newspaper. Formerly, Mr. Karnick served as the Publications Director at Hudson Institute. Mr. Karnick is an associate fellow of Sagamore Institute and writes about popular culture on his website “The American Culture.”

Ari Kaufman

Mr. Kaufman earned a B.A. in political science from the University of California. A former public school teacher in Los Angeles, Mr. Kaufman now works as a military history researcher. Mr. Kaufman has also written extensively on education reform, including two books that take a socio-cultural look at our nation.

Morton J. Marcus

Morton J. Marcus is an author, columnist, professor at the Kelly School of Business (Indiana University), chairman of the board of Media Indiana, Inc., and creator and host of INTERSECTION, a weekly TV program for Northwest Indiana. Mr. Marcus researches changes in the economy and population of Indiana, the Midwest, and the nation. He also served for more than 30 years as the director of the Indiana Business Research Center and president of the Midwest Business Economics Association, Indiana Academy of the Social Sciences, and the Association for University Business and Economic Research.

Regan M. McCullough

Ms. McCullough earned a B.S. in Criminal Justice from Indiana University (Gary) and a M.A. in Criminal Justice from the University of Illinois in Chicago. Ms. McCullough served as a research analyst for Kannon Consulting, Inc. in Chicago and as Research Manager and Development Associate for the Illinois Coalition to Abolish the Death Penalty.

Ed McGarrell

Mr. McGarrell is Director and Professor of the School of Criminal Justice at Michigan State University (MSU) and Co-Chair of MSU’s Risk Research Initiative, which promotes cross-disciplinary research and educational activities. He is a former faculty member at Indiana University, where he served as Chair of the Department of Criminal Justice, and at Washington State University (Spokane). Mr. McGarrell was also the Director of the Crime Control Policy Center at the Hudson Institute, Co-Director of the Washington State Institute for Community Oriented Policing, and a visiting fellow at the National Center for Juvenile Justice. McGarrell’s primary research has involved the relationship between communities and crime.

Claude McNeal

Mr. McNeal is a tenured English professor at IUPUI, teaching creative writing and musical interpretation. He has written, directed, and produced plays throughout the U.S. and Europe for the past 30 years. He is also the founder and former artistic director of the American Cabaret Theatre in Indianapolis.

Neal Moore

Mr. Moore earned his B.A. in Business Administration from Anderson University and an M.S. in Media Arts & Science at Indiana University. He is the Owner of Neal Moore Communications and has over 30 years experience in media, writing, and video production services. Mr. Moore was a TV Anchor & Executive Producer. He is also the former Director of Community Relations at Indiana University School of Informatics (Indianapolis), past president of the Indiana University School of Informatics Alumni Association, and former Chairman of the Heartland Film Festival Marketing & Branding Committee.

David Reingold

Dr. Reingold earned his B.A. in Sociology and Social Welfare at University of Wisconsin and his M.A and Ph.D. in Sociology at the University of Chicago. Professor Reingold is Associate Dean for the School of Public and Environmental Affairs (SPEA) on the Bloomington campus and the chairman of the Indiana Commission on Community Service & Volunteerism. His primary teaching and acclaimed research focuses on urban poverty, social policy, low-income housing policy, civil society, and government performance. He was also the Director of the Office of Research & Policy Development and U.S. Corporation for National & Community Service.

Holly Schrank

Dr. Schrank is professor emeritus at Purdue University and is actively working on two federally funded research projects regarding small business survival and demise after a natural disasters and community resilience after natural disasters.

Todd Sears

Mr. Sears earned a B.A. and an M.A. in Economics from Indiana University. He is Vice President of Finance for Herman & Kittle Properties in Indianapolis and serves as a board member of the Coalition for Homelessness Intervention and Prevention in Indianapolis. Formerly he was the Executive Vice President of the Indianapolis Neighborhood Housing Partnership, Deputy Director for the Indiana Housing Finance Authority, and an appraiser with Arthur Andersen.

Jack Spencer

Dr. Spencer earned his B.A. at University of Texas and his M.A. and Ph.D. in sociology at Indiana University. Dr. Spencer is associate professor in the department of sociology at Purdue University. He has authored many publications on discourse in social contexts. His most recent research examines cultural discourse on youth violence and homelessness.

Scott Truex

Mr. Truex is a Professor of Urban Planning at the College of Architecture and Planning (CAP) at Ball State University, Director of the Community Based Projects (CBP) Program, and founder of CAP's Indianapolis Center. Mr. Truex served as a lead consultant for the Regional Center Plan 2020, a downtown development planning process that is establishing the framework for future development for Indianapolis. He works extensively with small town and neighborhood development projects, researching urban and community design as well as sustainable development practices. Sagamore published his "Insights on the Hurricane Katrina Relief Efforts."

William "Chip" Weiant

Mr. Weiant is the President of the American Center for Civic Character. Mr. Weiant is acclaimed for his work with the Better Business Bureau Ethical Enterprising Project, which seeks to fortify free market business leaders in character ethics. Mr. Weiant works extensively with the Civil Society Advocacy Tutorial series, which was developed for the nation’s secretaries of state to assist their role as chief citizen builders. He is also a winner of a Templeton Freedom Award by the Atlas Economic Research Foundation.
