White House Reports

Research was a key focus of Jay Hein’s tenure as Director of the White House Office of Faith-Based and Community Initiatives (2006-08).  Whereas the Washington media focused on congressional debate and church-state tensions, Hein’s White House team investigated the impact of FBCI policies in twelve Federal agencies.  Further, he concentrated his forward-leaning strategies on state implementation of these policies through a partnership with the nation’s governors.

The findings of Hein’s research were presented in a report to the President on February 25, 2008 as part of the National Governor’s Association annual White House meeting.  The event marked the 100th anniversary of Theodore Roosevelt’s first meeting with governors at the White House in 1908.  President Bush used his remarks to feature Quiet Revolution and a companion volume describing progress of the FBCI in all 50 states and the US territories.
